Subregion as a particular element of the territorial-economic system: essence, features, and management functions

Abstract

The article describes the methodological basis of the subregions analysis as a special form of structural organization of economic space in the region. There are determined the essence of the subregion which includes the following key characteristics: targeted formation; functioning in time limits, adaptation to institutional change and programming way to goal achieve. The place of the subregion in the hierarchical system of territorial systems is shown according to mandatory powers, the nature of the authorities functioning, resource security and the relevant authorities interests. The concept of process-oriented management of subregions potential self-development is created; this concept allows to consider the specifics of a given level of territorial socio-economic systems. The approach allows to consolidate efforts and resources for comprehensive socio-economic development.
